The Statutes are the constitutive instrument of the association. They govern its name and seat, its purpose and the activities carried out to that end, the requirements for membership, withdrawal and expulsion, its organs, sources of income, ethical principles and the procedure for dissolution. Matters not regulated in the Statutes are governed by the Turkish Civil Code no. 4721, the Associations Act no. 5253, the Associations Regulation and other applicable legislation.
The Statutes were registered with the Ankara Governorship, Provincial Directorate for Relations with Civil Society. The association's registry number in the Associations Information System is 06-162-173.

Structure
Articles 1 to 4 govern the name and seat of the association, its purpose, the activities carried out to that end, and its operation and the prohibition on political activity.
Articles 5 to 8 cover admission to membership, withdrawal, expulsion and the consequences of the termination of membership. Article 5 sets out the two categories of membership, full and honorary, and the conditions for each.
Articles 9 to 13 govern the organs. The general assembly, the board and the audit committee are the mandatory organs; their composition, powers, convening and decision-making procedures are set out in Articles 10 to 12. Article 13 governs the disciplinary committee.
From Article 14 onwards the Statutes deal with the association's income, dissolution, ethical principles, working committees and commissions, internal rules, borrowing procedures, statutory books and internal audit. Article 23 names the founding members and Article 24 the members of the interim board.
Internal rules
The procedures and principles governing the application of the Statutes are laid down in rules prepared and adopted by the board, provided that they do not conflict with the Statutes. The application of the ethical principles is governed by a Code of Ethics, and the working procedure of the disciplinary committee by Disciplinary and Ethics Rules. No new ground for expulsion beyond those in the Statutes may be created by such rules, and the rights of members to be heard and to appeal may not be restricted by them.
